With reference to Mr. Read's letter of the 26th September last (46574/1917), I am directed by the Lords Commissioners of His Majesty's Treasury to forward herewith two copies of a Minute which They are causing to be presented to Parliament on the subject of the Hong Kong special war rate and to request that Mr. Secretary Long will be so good as to cause a copy to be transmitted to the Legislative Council of the Colony.
